Community Services Audit

A case study with City of Parramatta Council

The Context

The City of Parramatta Council had implemented the Social Inclusion Service and related framework which has been in practice for over five years.

Ruby Cha Cha was engaged by the City of Parramatta Council to evaluate the impact of its Social Inclusion Service, a community program designed to increase participation, social connection and wellbeing among older people and people living with disability support.

The Challenge

Uncovering outcomes from the Social Inclusion Service from elderly and people with disabilities that may not know or be able to articulate themselves what these might be.

We focussed on identifying the factors that encourage behaviour change, sustain participation and create positive outcomes for individuals and the broader community.

The Journey

Through a combination of in-home interviews with participants, family members, volunteers and support workers, we explored how people engaged with the service, what motivated ongoing participation, and which aspects of the program delivered the greatest impact.

The insights informed future service planning, communication strategies and investment decisions. Unexpected benefits were uncovered, far beyond that of just social gains.

The Results

This project demonstrates our ability to understand what motivates people to participate in community-based initiatives and what drives ongoing engagement over time.

Unexpected benefits were uncovered, far beyond that of just social gains.

We were able to determine specific parts of the Social Inclusion Service model that were working particularly well in bringing about higher order, personal benefits.
